East Devon District Council has appointed Ian Williams Ltd to maintain its 4,200 council homes during a 10-year contract.
The property services contractor will carry out all aspects of the maintenance and improvements on the council's properties.
This includes providing a day-to-day repairs service for tenants and promptly fixing issues before they become a more expensive problem.
It also includes bringing empty properties up to standard before re-letting them to tenants. The contract starts on Monday 1 July.
East Devon owns a range of properties - houses, flats and bungalows - to provide affordable social housing for local people.
Against the backdrop of tighter financial constraints faced by all councils across the country, East Devon "carried out a root-and-branch review" of how it looks after its properties to make sure that tenants' homes are safe, affordable, and are of a high quality.
Over the past 18 months the council has developed a new service designed to meet the needs of its tenants and maintain and improve its housing stock.
